As part of our ongoing Vacant Shop Academy work, BID for Galashiels has been looking at some of the most common questions and misconceptions surrounding business rates, vacant units and the support available to businesses considering town centre premises.
Who sets business rates?
Business rates are set nationally by the Scottish Government. Scottish Borders Council is responsible for collecting the rates locally, but it does not decide how much businesses pay.
How is my business rates bill calculated?
Your rates bill is calculated using a simple formula based on your property’s rateable value.
Who decides the rateable value of my property?
Rateable values are independently assessed by the Scottish Assessors Association and are generally based on open market rental values. Businesses that believe their valuation is incorrect can explore the formal appeals process.
Do small businesses always pay full business rates?
Not necessarily. Many businesses may qualify for support through the Small Business Bonus Scheme. Depending on the property’s rateable value, some businesses may receive significant discounts or even 100% rates relief.
Is support available when moving into an empty shop unit?
Potentially, yes. Relief schemes such as Fresh Start Relief may be available for eligible businesses moving into long term vacant properties. In some circumstances this could provide up to 12 months rates relief.
Will improving my premises immediately increase my rates bill?
Certain improvements or expansions to commercial premises may not affect your bill for the first 12 months under current relief arrangements, helping businesses invest in their premises with greater confidence.
Is any support available for empty commercial properties?
Some vacant properties may qualify for temporary relief depending on how long the property has been empty and the specific circumstances involved.
